I would say yes. Elusive means "difficult to find, catch or achieve" and frightened animals are usually skittish.

A frightened animal could be elusive.. elusive mean difficult to find, catch, or achieve. So, if the animal were to run away since it is frightened then yes. Lol I might be wrong but i think yes it could be elusive.
