The authors reached this conclusion because of the powers the assembly assumed in controlling taxation and appointments. The representative assemblies in America which basically limited the powers of crown officials. For instance, the Massachusetts assembly repeatedly ignored the king's instructions to provide the royal governor with a permanent salary.
