Why did democracy begin to develop in Europe?

Because Europe is the heart of civilization. Europe was the first continent ever to have advanced civilization. Following that, more and more people could educate/study and learn more about the world. So, people had to somehow develop democracy. Only democracy could've brought them free speech, education for everyone and most importantly, the law. The law would finally be equal for all.
