so it went from 3200 to 2464, so their difference is 3200 - 2464 = 736.

now, if we take 3200 to be the 100%, what is 736 off of it in percentage?

\bf \begin{array}{ccll} amount&\%\\ \cline{1-2} 3200&100\\ 736&x \end{array}\implies \cfrac{3200}{736}=\cfrac{100}{x}\implies x=\cfrac{736\cdot 100}{3200}\implies x=23
