Can the Federal Government punish you for doing something that was LEGAL when you did it, if it becomes ILLEGAL AFTER you did it?

Answer: Probably not

Explanation: At one point talking and driving were allowed and now it isn't, people don't get punished like that. Instead they get them a warning and if it proceeds while it's illegal, then you may suffer Consequences.
