The Hillsborough Convention, or the Convention of North Carolina, was a convention that met from July 21 to August 4, 1788. Its aim was to deliberate whether to ratify the Constitution recommended to the states by the General Convention.
One of the major reasons why ratification did not go ahead was the fact that there was no Bill of Rights. The Anti-Federalists were concerned that self-rule could come under fire from the federal government, which could intrude on individual rights.
