The Northwest Ordinance to admit new states from 1787 declared some particular characteristics the territory must have to be admitted to the US, such as certain number of inhabitants, being able to have a government and a constitution, and economically speaking be beneficial to the country. The steps consisted in appeal, then accept the constitution made by the national congress and the admission is signed by the President.
