A study found that radar detector users have lower accident rates, wear their seat belts more, and even vote more than nonusers. (a) assuming that the study is accurate, do you think there is cause-and-effect?

No I don't think so. It isn't evident that there is a straight cause and effect connection between an individual utilizing a radar detector and that individual who is opting to vote and put on a safety belt. A cause-effect relationship is a relationship in which one occasion which is the cause influences another occasion to happen which is the effect.
