Good governance in that it was well coordinated. The empire was divided into provinces which were governed by Satraps. The empire was also well connected. It had good infrastructure that allowed easy travel across the empire. The empire also tolerated non –Persian citizens who paid taxes and there weren’t many rebellions since the people were happy and more acceptance of Persia.
