The commissioner should decide, whether the scientist should pursue a research or not.

The researches, which include the ethical dilemmas should be approved by some government officials. To pursue an ethical research a clearance from the commissioner elected and appointed by the public representatives should be taken.

The commissioner has the access to the medical and the judiciary intellectuals, who can help whether the research can be done or not.
