Using the information given you can set up an equation to find the angle.
Let x = Second angle
Let 4x + 12 = First angle
Angle 1 and 2 should add together to equal 90°. The equation therefore is ,

(4x + 12) + (x) = 90

4x + 12 + x = 90

5x -12 = 90

5x = 102

x = 20.4
However the value of x is not for the first angle, it is the value for the second angle. Putting this value unto the first angles equation will give us the actual angle.

4(20.4) + 12

81.6 + 12

= 93.6
The first angle is 93.6°.
