Solution:

This function has two parts:

1. The first part is a decreasing right line for: -4 <= x <= 2. In the two ends -4 and 2 is "=" because the points are filled.

2. The second part is an increasing right line for 2 < x <= 4. In the left end is "<" because the point is not filled. In the right end is "=" because the point is filled.


We need h(2), this is the value of the function h(x) for x=2. This value of x is in the first interval -4 <= x <=2, then we must use the line at right. For this line when x=2 the value of y (value of the function) is zero, because this point is on the x-axis, where y is equal to zero, then h(2)=0
