This behavior represents the dormancy.

Dormancy is a period in life cycle of an organism when growth, development, and physical activity are temporarily stopped. Period of dormancy minimizes metabolic activity of an organism and therefore helps them to conserve energy. So, aquatic burrowing frogs get into energy-saving mode as long as resources are scarce.
