When you know the coordinates
(x_0,y_0) of a point belonging to a line and its slope
m, you can write the equation as


y-y_0=m(x-x_0)

Plug your values
(x_0,y_0) = (7,8) and
m=-3 to get


y-8=-3(x-7)

which you can expand to


y = -3x+29
