I believe the answer is: an outlay of $30 billion to be spent for reforms

The reforms was planned in order to fix the sour relationship that caused by historical event that happened between indigenous and Canadian people. The reforms focused mainly on investment in skills training, housing and health to close the economic gap between indigenous and non indigenous people.
