4x - 7y = 28 cannot be solved for a specific value of either x or y, but of course we can solve for y with another algebraic equation as our result.

Subtr. 4x from both sides, obtaining -7y = 28 - 4x. Then divide all 3 terms by -7:

y = (4/7)x - 4 (answer)
