6x - 2y = -10

Plug in 4 for y because you are given (x, y) --> (x, 4).

6x - 2(4) = -10

Multiply 2 * 4.

6x - 8 = -10

Add 8 to both sides.

6x = -2

Divide both sides by 6.

x = -2/6 = -1/3
