Suppose that a country has the resources to produce 3 million cars and 100 million tons of iron ore every year. Why is it a problem if the country only produces 2 million cars and 75 million tons of ore one year?

Well depends on ore kind. Not every ore is used to make car body.

Many people will not be able to obtain a car, and iron is used to make cars in some shape or form, so then cars will not be made as much.
