When the temperature of liquid water is decreased, the thermal energy possessed by the molecules decreases. This leads to decrease in kinetic energy, so the molecules come closer to each other and the intermolecular hydrogen bonding becomes significant. Upon further decrease of the temperature to a point below the freeing point, liquid water would solidify forming ice.
