Rules and laws are important as they are meant to protect the citizens in a society. Without certain laws, people would be free to do as they choose, without any fear of of punishment from the government. They may be punished by the other citizens, but the government may even try to stop that. Rule of law is important to an extent as it try's to prevent corruption by having no one be above the law.
