Why do you think Justinian used the 12 Tables of Roman law as the foundation of law in the Byzantine Empire?

Justinian used the Twelve Tables because although not fully codified, they provided a sound basis because they protected the rights of citizens and allowed law doings to be addressed through a formal mechanism that was known to everybody. This provided a sound foundation for laws
