Citizens vote to remove a governor from office following a budget scandal.

A recall is a petition by the citizens of a states to have a "do-over" vote regarding a governor. It is a means to get rid of a governor when they have not broken laws (that is when you would use impeachment) but the citizens don't approve of their methods.

There have only been three recall votes in US history with the last being in Wisconsin in 2012. Wisconsin attempted to recall Scott Walker as their governor. He won the recall vote and remained in his seat as governor. The other two occurred in California (2003) and North Dakota (1921) both ending with the governor being recalled or removed from office.
