briefly describe the difference between a governments power abd its authority. 5th describe a situation in which a goverment vas either power or authority but not both

Government power is something they can choose to do, and its authority is something they have to do no matter what. Just like if the presidents son is named as a killer he has the power to reduce his sentence by a few years if he wanted to, but his authority is said that regardless if he is the presidents son or not he has to still serve time.
