What is wrong with the following sentence? "Before mixing the ingredients, the flour should be sifted."

A. There is a dangling modifier.
B. There is no main clause.
C. There is no subject.
D. The ingredients should be mixed last.

Shouldn't it be: "the flour should be shifted, before mixing the ingredients" which would be the last answer? I just want to make sure before answering and needed an opinion if that isn't the correct answer!
