Ike has a paper route. When he carries the Sunday paper his backpack is very heavy and Ike ends up with very sore shoulders.Ike decided that he would not put more than 20 pounds in his backpack.If each paper weighs 1/3 of a pound, how many papers can he carry in his backpack

If Ike does not want more than 20 pounds in his backpack, this means he wants less than or equal to 20 pounds in his backpack. Because each paper costs 1/3 pound, this can be used as the rate of change and we can set up the following inequality:
