In Swifts essay "The Modest Proposal" he uses C) Satire as a technique. Its important to note that the word satire means humor, irony, exaggeration or ridicule in order to expose peoples stupidity or vices especially in regards to politics and other topical issues. For example Swift recommends that in order to reduce the problem of starvation in Ireland the people should eat children. This of course is sarcastic and he does not truly think that eating children is a real solution to the issue.
