The law of cosines is used with oblique triangles true or false?

That's true; the Law of Cosines works with all triangles. With right triangles it simplifies to the Pythagorean Theorem.

Yes.

For example if we know the lengths of 2 adjacent sides and the measure of the included angle we can find the length of the other side.
