What type of front forms when the surface position of the front does not move

A stationary front occurs.

There are two types of fronts, stationary and occluded fronts.

Stationary means fixed, and given that, the most logical answer to your answer is STATIONARY FRONTS knowing that the front mentioned in your question doesn't move.
