To find 13% of 900, you need to convert the percent to a decimal.
13/100 = 0.13
Then, you do 900 * 0.13 = 117
117/900 light bulbs were broken

we can figure out how many light bulbs are broken by looking at the wording of the question
13%
of
900 lightbulbs were broken
the word "of" is referring to multiplication
so we can multiply 13% by 900
900 * .13 = 117
117 lightbulbs out of 900 were broken
this could also be written as
117/900
