Why didn’t Lincoln free all the slaves in the United States?

Border states—slave states that stayed in the Union—might strongly object to freeing all slaves during the war. Such a move might convince more people to join the Confederacy.

Because all of the of South didn't have to listen to Lincoln, So they kept on having the slaves and ignoring Lincolns command.
