Can you simplify -3(x - 2y)

Yes.

3(x−2y) = (−3)(x+2y)

And then...

(−3)(x+−2y) = (−3)(x)+(−3)(2y)

which equates to 3x+6y

The answer of which you're looking for is
3x+6y.
