a flat rate simply means is a one-time-charge, so is really a constant, doesn't change with how many hours one skates for.

now, they charge 2 bucks per "h", so

\bf \stackrel{\textit{cost}}{y}=\stackrel{\textit{2 bucks per hour}}{2h}+\stackrel{\textit{skate rental fee}}{5}
