To solve this problem you must apply the proccedure shown below:
1. You have that If the baseball player hits a baseball from 4 feet off the ground and the problem gives the equation
h = -16 t^(2) + 64 t + 4.
2. Keeping the information given in the problem on minde, you have that
h=0, so you must solve the quadratic equation:

-16 t^(2) + 64 t + 4=0
3. When you solve it you obtain the following result:

t=2+ √(17) /2

t=2- √(17) /2
The answer is the first option.
