How did napoleon change governments in the territories he controlled as the emperor of france

Napoleon had crowned himself at Emperor of the French (menaing not only France, but the French people around the world.) OF December 2nd of 1804. By 1814 he had lost his title, with that leading he had regained his title later that year. He was able to make the government more efficient and not have to waste anything after he had become the Emperor.
