we know that
the equation in point-slope form of the line is
y-y1=m*(x-x1)
where
m is the slope
and (x1,y1) is the given point
so
in this problem
m=-23
(x1,y1)=(154,−12)
substitute
y-(-12)=-23*(x-154)
y+12=-23*(x-154)-----> this is the equation
in point-slope form

therefore

the answer is the option
a. y+12=−23(x−154)
