The three-fifth compromise stated that c. each slave would count as 3/5 of a person in state population counts to determine congressional representation.
Because the Northern population was larger, and slaves were not citizens, the South asked that each slave count as 3/5 of a person so that they were able to get more representatives to help offset the Northern representatives large amount.
