Banks couldn’t survive if all of their customers withdrew their funds.

Banks were not required to hold enough cash to pay out everyone’s deposits.

This would have made the Depression worse.

definitely panic, and a rush to withdraw my savings and deposits

However, it is the same panic that is to blame for an escalated problem, because by essence, there is no bank that can be able to give back all its account holder their money at once, for the simple reason that it does not have that money. The money is already invested in loans and other financial investment plans.
