The standard formula of a circle:

(x-h)^2+(y-k)^2=r^2
r - a radius(h; k) - coordinates of a center
We have:

(x+2)^2+(y-2)^2=9
Therefore:
The center: (-2; 2)The radius: r² = 9 → r = √9 → r = 3
Answer: TRUE
