we have that
(x-9)/(7x+2)<=0

we know that
the denominator cannot be zero, therefore the value of x = -2 /7 cannot belong to the domain of the function
7x+2=0-----> x=-2/7-----> x=-0.29

using a graph tool
see the attached figure

the solution is the interval
(-2/7, 9]---------> (-0.29, 9]
the value of -0.29 is not included in the solution

therefore
the answer is the third option
