Senators were to be elected by state legislative councils. However, because their terms were longer than that of the state legislatures, the senators would nevertheless not become subservient to the mob, and would be committed to the federal good. the president on the other hand would be elected by an electoral college, while he would appoint the supreme court justices with approval of senate,for life terms.
