Having exhausted all diplomatic alternatives, President Clinton appeared on national television and addressed his readiness to send ground troops to force out a military leadership that had seized power from the democratically elected Rev, Jean-Bertrand Aristide. He ordered the military leaders to leave or face the wrath of being overthrown.
