The 24th Amendment was an amendment that prohibited the Congress and States to condition the right to vote on a payment of a tax. This amendment was ratified on January 23, 1964. Poll taxes were adopted especially in the southern states to reinforce segregation and avoid African American and poor whites from voting. Before in the case Breedlove v. Suttles the Supreme Court ruled that it was a constitutional use of tax, so the amendment was the one to change that.
