It is contained in the Texas Transportation Code. It is stated there the general provisions relating to carriers – like DUTIES AND LIABILITIES OF COMMON CARRIERS, PROTECTING MOVEMENT OF COMMERCE, and etc., Aviation, Navigation, railroads, roadways, vehicle and traffic, and others.
