Why did domestic and foreign terrorism become a greater concern during the Clinton administration?

There were numerous attacks during his administration on the USA and its allies, yet Clinton administration seemed out of touch with reality, and did little to deal with the new vice.
Clinton approached the investigation as a law-enforcement issue. In doing so, he effectively cut out some of the government’s most important intelligence agencies. Whenever, a terrorism bombing occurred, Clinton was always occupied with other issues, ranging from scandals, to reelection efforts, and international obligations that hindered him from dealing with the problem.
