I believe the answer is: send a message to her references, letting them know that requests for information will be forthcoming, and attach a current résumé.

By sendding the message to the references, they could prepare the things that they should say to promote julia in case the employers conducted a background check on her. References from other people especially in similar professional field usually would dramatically increase the chance of hiring.
