2. The quote describes how the cities of France, and it's greatness, was built by the common people that had nothing and were starving, and not the rich who were living in Palaces with an overabundance of food.

3. The king's attitude was poor, he mainly focused on competition with nations such as Britain and wars instead of the common public interest. His lack of accomplishment towards their demands is what resulted in an overthrow of the government
