How would neuroscientists explain the early adulthood shifts in behavior that are often seen in the early twenties?

The brains of adolescents continue to grow as the last spurt of growth of the brain begins. The prefrontal cortex and the limbic system which are responsible for ‘executive functions’ (working memory and planning) begin to mature. At this age, the brain neurons also become highly myelinated.
