Appellate courts.

No courts are legislative, they do not make law; they are ‘judicial.’

Only the Supreme Court is a court of original jurisdiction AND a court of appellate jurisdiction. See: US Constitution.

The US Supreme Court, and only the US Supreme Court, was created by the US Constitution. Congress created the other courts.
