12 Hair ties
12 divided by 1 & 3/4 or in other words 7/4 will be equal to 21 / (7/4) (keep change flip) to get 21*4 / 7 = 84 / 7 = 12
And there you have it !

21ft x 12 in = 252 inches

1 ft x 12 in = 12 inches
3/4 ft x 12 in= 9 inches

12 + 9 = 21

252/21= 12


She has 12 hair ties
