What was a hindrance to Truman as he tried to pass legislation?

The congress had become increasingly conservative with republicans taking over the house and some southern democrats supporting the republicans.
Truman attempted several legislation, some which attempted to water down the new deal legislation and promote equal employment for african American.He was unable to pass the legislation because of the conservative nature of congress and mainly ruled through executive orders.
